お世話になります
行動の呼びかけ団体の一つ「沖縄を踏みにじるな！緊急アクション実行委員会」の
杉本健史と申します。
先日は1月16日のアメリカ大使館申し入に文章をお送り頂き、誠にありがとうございました。
16日は、アポをきちんと取ったのに、何と大使館が受け取りを拒否する暴挙に出ました。
そしてまたしても赤坂警察署に道を封鎖され、「撮影無し・3人だけ」となりました。

そこで19日には6人だけで平日昼間にアポを取り向かいましたが、また妨害に会いました。
それでも今度こそしっかり渡しました。

しかし高江や辺野古への基地押しつけはますます加速しています。問題を
広めることが必要です。そして工事を進める防衛省やおおもとであるアメリカに
強く抗議することが必要です。そこで2月6日に高江現地の上映会、2月20日に
アメリカ大使館への申し入れデモと、連続アクションを企画しました。
そこで、１：申し入れ文を再度募集します。２：人手が必要です。デモの準備・当日スタッフ
のお手伝いを募集します（2月8日19時〜に会議を行います、参加できる方はぜひご連絡ください）
３：広く深い国際連帯を呼びかけます！英文呼びかけを活用して下さい。
４：全国各地で連帯アクションを行ったり、問題を広めるデザインや映像を自由に作りませんか？
日米政府は沖縄への基地押しつけと日本全体の戦争体制を本気で進めています。
防衛大臣や外務大臣が次々沖縄入りし、県民や知事にとドーカツを繰り返し
ています。このハイペースさはまさに異常事態。もはや対米追従しか頭になくなった
首相が春に訪米して、「日米軍事同盟」のさらなる深化を宣言すると言われています。
そして関心の集まりにくい「高江」を突破口に、ヘリパッド建設工事を加速。
そのやり方もこれまでお伝えしたようにありえない卑怯さ、最低さ！
国が自ら住民を訴えた不当な裁判の日だった1月26日、何と座り込みの住民が
法廷に出かけたスキをねらって工事強行！ 法廷は住民の怒りが爆発しました。

行政不服申し立ては立場の弱い市民が国家から受けた被害に対してやるもので、
逆なんてありえない。国は暴力そのものを使ってメチャクチャな強硬策に出ています。
そして米軍は辺野古の美しい浜に巨大なフェンスを築いて人々を排除しています。

沖縄本島北部のやんばる地域にある高江は、人口約160人の小さな
集落。豊かな水に恵まれた深い森には、天然記念物のヤンバルクイナ
やノグチゲラをはじめ、数多くの希少動植物が生き、人々は何の心配
もなくのどかに暮していますﾉあの米軍北部訓練場さえなければ。
高江は今までもずっと、米軍北部訓練場の基地被害に悩まされて
きました。その高江がいま、国という大きな力によって、さらなる暴力に
さらされています。
政府は辺野古への新基地建設とセットで、高江集落を囲むようにし
て６ヶ所の米軍ヘリパッド（ヘリ着陸帯）の新設を計画。防衛省は
住民との対話を一貫して拒み、ヘリパッド建設に反対する住民を
「通行妨害」で提訴し、さらに座り込みが手薄になる早朝や、公判
で住民が那覇地裁に出かけている隙を狙って、ヘリパッド工事を
強行してきています。昨年末、米軍ヘリによるホバリングで座り込み
のテントが破壊された事件のときも、防衛省は住民の安全を守るど
ころか、米軍をかばう発言に終始する有様でした。
住民を無視しなりふりかまわず強行される工事と、基地被害のさら
なる押し付け。一体、これのどこが「負担軽減」なのでしょうか。高江
の人々はいまこの瞬間も、24時間体制でこれらの暴力に抗っている
のです。
高江の「ヘリパッドいらない住民の会」では、このかんの動きをつぶさ
に記録し、インターネット上で公開しています。私たちは急遽、これら
の映像をみんなで見る機会を設けることにしました。上映会の最後に
は、防衛省に向けてのメッセージをみなさんに書いていただこうと考
えています（おてがみ、抗議文、何でもOKです）。
沖縄高江からの悲鳴にも似たような思いを、ぜひ一緒に共有して下さい！

An Open Call: Stop the Violent Construction of Military Helipad! What the U.S.
Marine Corps and Japanese Officials Are Doing in Takae, Okinawa
We, anti-war and anti-base collectives in Tokyo, appeal to all those who read
this open call, no matter whether having already known Takae in Okinawa, Japan,
or not yet: Please spread the ongoing situation of the violent construction of
U.S. military helipad there!
Just before dawn on 22 December, 2010, some 100 members of the Okinawa Defense
Bureau barged into the site without warning to restart the U.S. helipad
construction. On the next night, 23 December, a U.S. helicopter hovered only 15
meters above the sit-in tent of protesting local residents and blew it down.
This manifestly shows that U.S. Marine Corps and Okinawa Defense Bureau have
decided to coercively construct U.S. military helipads regardless of the will
of residents of Takae.
The Yambaru Forest, where Takae is situated, is known as a region rich in
biodiversity which inhabit endangered species such as Yambaru Kuina (Okinawan
Rail) and Noguchi Gera (Okinawan Woodpecker). The U.S. Marine Corps, however,
has been using the Yambaru Forest for combat training. There are already 15
U.S. helipads in Higashi Village (Takae is one of its local areas). Residents
of Takae have constantly suffered from the noise and the risk of helicopter
crashes. To make matters worse, the Japanese and U.S. governments decided to
build 6 new helipads, surrounding the residential neighborhood of Takae.
Construction of new helipads will not only further endanger the livelihood and
lives themselves of Takae residents, but also further destroy the precious
environment with its wealth of species, forest and rivers (U.S. and Japan
relevant authorities donﾕt even keep JEGS: Japan Environmental Governing
Standards, the standards regulated by U.S. Department of Defense). New military
facilities also pave the way to the possibility of a new war.
Residents of Takae have protested against the helipads construction for the
above reasons. In 2006, we passed a resolution against the new helipads, and
demanded of the relevant authorities that they review the construction plan.
Takae residents and their supporters from across Japan and from around the
world have continued to sit-in, monitoring the site and trying to persuade the
government against the construction. The Japanese and U.S. governments,
however, have neither listened to the voices of opposition by the residents nor
provided sincere explanation. The Japanese government even decided, all of a
sudden, to prosecute some of the local protestors for obstructing traffic. And
ignoring the ongoing court proceedings, the Okinawa Defense Bureau restarted to
prepare for the construction of helipad. Also in Tokyo, U.S. Embassy and
Japanese Defense Department ignore the voice of protestors.
Not only in Henoko, where construction of a replacement base for Marine Corps
Air Station Futenma has been located since 1997, but also in Takae, U.S. and
Japan governments are trampling Okinawan people under foot. Allowing to
construct of new bases or helipads also leads to assist further military
operations of U.S. and Japan. So we appeal to all those who read this open call
to spread this open call, and to oppose construction of military helipads in
Takae and also of a replacement base in Henoko.
To those living in America: Broad this open call to anti-war activists,
non-activist citizens, mass or grassroots media, politicians or government
officials, to anyone whom you can contact. Call for opposition in America to
construction of U.S. base or helipads in Okinawa. Or send us your anti-base
message, and we will hand it to the U.S. Embassy when we petition.
