進捗状況:
 前回の発表時に、文化政策に関する日本語で読める基本文献を参照したが、ラテンアメリカに関する話題がほとんどなかったので、次回の発表時までに、他言語でブラジル及びラテンアメリカの文化政策に関する基本文献を読み、同地域の文化政策の大枠を掴むことを課題とした。
 読むべき文献も増えてきたが、まずは『Cultural policy(witten by Toby Miller and George Yudice)』と『Cultural Politics in Latin America(edited by Anny Brooksbank Jones and Ronaldo Munck )』の2冊を上記の目的に相応しい文献として選択し参照した。2冊ともカルチュラル・スタディーズを標榜している研究者の著書・編書であったが、私自身が今後文化政策をテーマに修論に取り組んでいく姿勢として、文化政策学/文化経済学/カルチュラル・スタディーズ等の、文化振興政策を議論する複数の切り口の中で、特にどういった切り口で研究を進めていきたいのかを考えなければいけないと思った。しかし、当初の目的であるラテンアメリカの文化政策を歴史的にしっかり捉えるという目的には、2冊ともあまり適切ではなかった。特に後者は、全体に内容が左傾化していた。

 夏期休暇中に、ラテンアメリカの文化政策に繋がる問題として「ラテンアメリカにおける国民国家の成立」について思索したので、その内容も交えて今回の発表としたい。

●ラテンアメリカにおけるナショナリズムの目覚め(*別資料も参照)

 1920 年代を通じてメキシコ革命は、国民統合に向けた民族主義運動を強力に推進した。バスコンセロス文部大臣の下で現代メキシ
コの国民意識形成に大きく貢献した壁画運動が、リベラ、オロスコ、シケイロスのような現代メキシコが世界に誇る画家たちを中心
に展開された。この壁画運動は公共建造物の壁に描いたメキシコの歴史や風物を通じてメキシコ民族意識を国民に植えつける役割を
果たすと同時に、ヨーロッパ文化から脱却したメキシコ絵画の創造でもあった。メキシコ民族主義の台頭は、メキシコ革命が農民・
労働者・軍部などの各勢力を政治力として統合するにあたり大きな力となった。[『概説ラテンアメリカ史』国本伊予 p198]

 メキシコ以外の多くのラテンアメリカ各国でも、政治はポピュリズムの時代になり、ラテンアメリカ各国の支配層が国民統合をめ
ざす時代になる。

 ポピュリストは、経済的ナショナリズムと並んで、独自の文化価値の見直しをめざす文化的ナショナリズムの傾向を示した。これ
は寡頭支配層がフランス、イギリス、アメリカといった先進国の文化を進歩的ととらえ、混血や先住民やアフリカ人の文化を遅れた
ものとしたことへの反動でもあった。ナショナルな独自文化の主張は、雑多な階級を統合する機能も果たした。ただしポピュリスト
がめざしたのは、個々の民族集団の文化伝統の尊重と共存を謳う文化的多元主義ではなく、先住民的要素やアフリカ的要素を含んだ
混血文化の称揚であった。先住民系住民やアフリカ系住民に対しては、教育による「国民化」、「同化」がめざされたのであった。[『比

 ポピュリズムの時代になって、ブラジルにおいても国民意識が追求されるようになった。

 ブラジルの国民統合を意識的に追求したのもヴァルガスだった。1934 年には移民制限が導入されたほか、地下資源開発、船舶の所
有と運行、電源開発などの経済活動がブラジル人に限られることになった。
 ブラジルの中央集権的統合を強化することを狙うヴァルガスは、1935 年になって共産党とファシズム団体による暴力事件を口実に
戒厳令を施行、37 年には大統領制を中止し、国会を解散、全権を掌握した。この年のヴァルガスが作らせた憲法は、大統領の権限を
大幅に強化するものだった。
 1937 年から45 年にかけてのヴァルガス政権は「新国家体制」と呼ばれ、国家主導の工業化と内陸開発、労働者保護による国家へ
の統合、そしてブラジル・ナショナリズムの称揚によって特徴づけられる。ヴァルガス政権が中南米のポピュリスト政権の1つに数
えられるのは、そのためである。ヴァルガスは関税や為替レートを操作することで工業部門を保護すると同時に、基幹産業の確立の
ために国家資金をつぎこんだ。典型的な例がヴォルタ・レドンダ国営製鉄所の建設である。ヴァルガス政権はまた、内陸部へ向けて
道路や鉄道の建設を進めた。労働者のための年金・失業保険などの制度を整え、労使紛争を調停する労働裁判所を整備し、労働省の
指導下で垂直的な労働組合ネットワークを作り上げたのもヴァルガスである。最後にヴァルガスは、ブラジリダーヂ(ブラジル的精
神)を掲げて、初等・中等教育における外国語教育を禁止したり、外国語での新聞発行を制限したりもした。[『比較政治──中南米』

 メキシコやブラジル以外の、アルゼンチン、ウルグアイ、チリ、ボリビアといった国でも20 世紀初頭〜前半にポピュリスト政権
が力をもちはじめた。ポピュリスト政権は、寡頭支配層による統治によって特徴づけられた19 世紀的秩序から、大衆民主主義と工
業化経済への転換を図ったが、一般大衆を政治に引き込んだという意味で、新しい時代の政治形態だった。この新しい時代になって
「国民の一体性」を社会のより広い層が感じるようになったというのは、納得できる。


●ナショナリズムと文化政策

 国が国民意識を育てようとした結果として誕生したラテンアメリカにおけるナショナリズムと、現在の国による文化政策は、相似形であるように映る。
 果たして、Lei Rouanetのように、そこに企業の自由裁量の余地が介入することで、一体どんな効果があるのか?
 次回の発表までには、メセナの功罪について理解を深めることで、その点に自分なりの答えをみつけたい。

●ラテンアメリカにおける文化政策(冒頭の2冊からの引用) 

 It might be said that the first major state-sponsored audiovisual industrial policy for Latin America actually came from the US. As we saw in Chapter 1,the State Department and the OCIAA courted Latin America`s entry into WWⅡ on the side of the Allies by re-engineering how 'Americans' portrayed 'Latins'.

Unlike the Mexican or Argentine industries, which could export their films throughout the continent and to Spain, the Portugues lamguage limited Brazilian producers to the domestic market. Indeed, no attempt was made to create a policy for a Lusophone market extending to other Portugues-speaking countries until the 1970's , and that never amounted to much (Farias). The chanchadas of the 1930's, combinations of music, dance and comedy, continues to be popular in the 1940s. Altântida , the premier producer of chunchadas , was financially successful, and increased its market share when it became part of the vertically integrated media empire of Luiz Severiano Ribeiro in 1947.This success was enhanced by domestic quota requirements imposed by the Vargas regime that year(Johnson and Stam 29).

The 1960s saw the politicization of cinema in most Latin American countries, both within and outside the state. The Cuban Revolution of 1959 was a powerful stimulus to leftist and anti-dependista thinking throughout the regoin ; that also tapped into deep-rooted national-popular movements in most Latin American countries. As these movements played a role in the hegemonic process, their perspectives were relatively mainstreamed , to the point where social-science institutes, state agencies and independent productions all espoused 'popular culture'.

This term means something quite different from its connotations in Anglodominated nations, where the term 'popular' usually refers to tha mass reception of commodified products of the culture induetries. In contrast, Latin Americans strove to instill their work with the perspective of 'the people' , an endeavor that was not without its shortcomings, particularly with respect to questions of reprensentation and the actual experience of viewing. In addition to these questions, the often brutal backflash of conservative forces resulted in the eventual demise of popular and revolutionary initiatives in politics and culture as early as 1964 in Brazil, 1973 in Chile, 1976 in Argentina and so on.The model of the strong cultural state was notable in fascist Latin American military dictatorships of the 1960s to the 1980s, albeit in varied ways. The Argentine military kept control of TV during the 1970s and 1980s, but the Brazilian authoritarians of the 1964-85 period favored a state-run infrastructure with privately-held media companies as part of their modernization project, with task of modernization(Waisbord 55;Elizabeth Fox 193).Latin American cinema in the 1960s and since cannot be understood apart from the concern with a revolutionary remaking of society, and the pivotal of the popular in such endevors. This is especially complicated with the democratization of the 1990s, where social-movement activism and clientelism and crucially intricated and conflictual, in ways that are unfathomable to Eurocentric discourses of Weberian public-service normativity(Krischke 111).

The construction of a national-popular will in Latin American societies faced similar challenges to those outlined by Gramsci(see our Introduction).Juan Carlos Portantiero, for example, considered gramsci's analysis of 'Caesarism' and 'Bonapartism' applicable to Latin American nationalist populism, particularly Varguismo in Brazil, Cardenismo in Mexico, Peronismo in Argentina and Aprismo in Peru.

Throughout the 1960s and early 1970s, a number of factors contributed to the radicalization of Latin American intelectuals: the increasingly peremptory incursions of international capitalism, for example, the Cuban revolution, debate around the work of dependency theorists (discussed in this volume by Hernan Vidal), and the rising profile of critical sociology in Latin American universities. Amid a growing sense of developoing North American political , economic and (increasingly) cultural imperialism in the region, sociologists and progressive intellectuals were at the vanguard of attempts to theorize Latin America's relationship with it's 'Northen' or 'Western','First World' or 'developed' other(Morse 1996).
Conceptions of culture, politics and their interrelations changed rapidly during this period. The discourse (and sometime the priorities) of the revolutionary left were increasingly extended to cultural criticism and (to a lesser extent) cultural production (Halperin Donghi 1981). Some sociologists of the period did not hesitate to denounce 'cultural products' which they saw as reflecting or expressing dependency , or domination(Garcia Canclini 1995a). For others , more influenced by Louis Althusser, culture was an epipphenomenon of the economic base and , as a result, its producers were credited with little autonomy.

Cultural policy in Spanish America and Brazil has been marked by conquest and colonization, from the biginning of the fifteenth century to the first decades of the twentieth , a full century after independence. Some would argue that the colonialist legacy -- especially the subordination of indigenious , African , and mixed-race peoples' popular culture, and non-European religious forms -- has endures to this day . On the other hand, the salience of state support for certain popular forms and practices since the early twentieth century -- Mexican muralism, Brazilian samba, Cuban son, magical realism and testimonial narratives -- bears witness to unique transculturated(Renato Ortiz) or hybrid cultures(Garcia Canclini) whose significance cannot be adequately captured by the double bind of Eurocentrism and postcolonial nativism.

By the 1980s, 〜〜. Many national cultural policies were reengineered to take account of and foster what were now perceived to be, or projecter as , multicultural societies. At each step of this history , culture or its imputed absence has provided a model of human worth to legitimize or to contest the status quo.

読んでみて、グラムシやカンクーニといった人物がよく引用されていたので、この2人についての理解を深めたい。
また、Lei Rouanetはフランクフルト学派の影響があることがわかったので、フランクフルト学派についても、調べたい。

Lei de “incentivo” à cultura, promulgada no Governo Collor que tomou o nome do seu
inspirador, o embaixador Sérgio Rouanet, então ministro da Cultura, considerado um
adepto do pensamento crítico da Escola de Frankfurt. Sua esposa Bárbara Fritag, de
nacionalidade alemã, teve decisiva influência na adesão de Rouanet às idéias dessa corrente
de fundo marxista e a sua difusão no Brasil. Os teóricos da Escola de Frankfurt, valendo-se
de variados conceitos da psicanálise, estudaram a maneira pela qual a sociedade forma o
indivíduo produzindo a diversidade de caracteres sociais. Caracteriza-se o pensamento
frankfurtiano, por concluir que a cultura capitalista do povo alemão gerou todos os
sofrimentos por que passou a Alemanha. Os teóricos da Escola de Frankfurt, embora hostis
ao capitalismo, adotavam um posicionamento contrário ao bolchevismo Procuravam manter
viva a busca de um caminho para o socialismo, alternativo, mais palatável. A maioria dos
que se engajaram na NOVA ESQUERDA, nos anos 60 e 70, aderiram às idéias da Escolade Frankfurt.
