21. While highlighting that UNESCO has recognized a number of Ryukyu
languages (2009), as well as the Okinawans’unique ethnicity, history, culture
and traditions, the Committee regrets the approach of the State party to accord
due recognition to Okinawa’s distinctness and expresses its concern about the
persistent discrimination suffered by the people of Okinawa.
ユネスコが沖縄の特異な民族性、歴史、文化、伝統、並びに幾つかの琉球言語を確認した(2009)ことを強調し、同委員会は、沖縄の独自性を正当に容認するための日本政府のアプローチを遺憾とし、沖縄の人々が受けている、今なお変わらずに存続する差別についての懸念を表明する。
It further reiterates the analysis of the Special rapporteur on contemporary
forms of racism that the disproportionate concentration of military bases on
Okinawa has a negative impact on residents’ enjoyment of economic, social and
cultural rights (art. 2, 5).
さらに、軍事基地が他とは不釣り合いなまでに沖縄に集中してることが、その住民の持つ経済的・社会的・文化的な権利に悪い影響を与えている、人種差別の現代的な型に関する特別報告への分析を繰り返す。
The Committee encourages the State party to engage in wide consultations with
Okinawan representatives with a view to monitoring discrimination suffered by
the Okinawans, in order to promote their rights and establish appropriate
protection measures and policies.
同委員会は、沖縄の人々の権利を促進し適切な保護措置と政策を確立するため、彼らが受けている差別を調べる目的で沖縄の代表と幅広い協議に取り組むよう、日本政府に勧告する。
